Intent of Full SBB
Full Subject-Based Banding (Full SBB) is part of MOE’s ongoing efforts to nurture the joy of learning and develop multiple pathways to cater to the different strengths and interests of our students.
With Full SBB, we are moving towards a secondary school education where students learn each subject at the level that best caters to their overall strengths, interests and learning needs.
From 2024, secondary schools will implement the following aspects of Full SBB:
- Offering of Humanities subjects at a more demanding level from Secondary 2; and
- Mixed form classes with the provision of a common curriculum.

§ Subject-Based Banding expands beyond the subjects of English Language, Mother Tongue Languages, Mathematics and Science.
§ Secondary 2 students are provided the opportunity to take Humanities subjects at a more demanding level if they meet the subject-specific criteria.
§ Eligible students should possess a positive attitude towards learning and strong commitment to offer the subject at a more demanding level.
§ With the increased flexibility in customising our students’ learning experiences, we are better able to recognise their strengths and nurture their intrinsic motivation to learn.

Mixed form classes with the provision of a common curriculum |
§ With Full SBB, Secondary 1 students are organised in mixed form classes, comprising students from different courses of study. A mixed form class setting provides opportunities for students to interact, build meaningful friendships, and appreciate different perspectives. It also reduces the inadvertent labelling associated with streaming.
§ Students attend lessons in their form classes for the following common curriculum subjects: Art, Character and Citizenship Education, Design & Technology, Food and Consumer Education, Music and Physical Education.
§ For the other academic subjects, namely English Language, Mother Tongue Languages, Mathematics, Science, and the Humanities, students attend lessons at their respective course level.
